Unanimous decisions taken in today's meeting of "The All Unions and Associations of BSNL" to intensify the struggles for achieving wage revision and for the ?rolling back of the creation of Subsidiary Tower Company?.
“The All Unions and Associations of BSNL”, held it’s meeting at New Delhi today to discuss about the steps to be taken for intensifying the struggles for the settlement of 3rd Pay Revision and to ensure the ‘rolling back of the creation of Subsidiary Tower Company’. The meeting was attended by the General Secretaries / Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL. The meeting was presided over by Com. K. Jayaprakash, GS, FNTO. The following decisions are taken unanimously for intensifying the struggles to achieve the demands. Struggle programme: 
Whole day satyagraha for 5 days from 30.01.2018. The starting of the satyagraha will be marked by the paying of ‘shradhanjali’ at Gandhi Samadi at New Delhi on 30.01.2018, by the leaders of the “The All Unions and Associations of BSNL”.

Leaders of “The All Unions and Associations of BSNL” will take all out efforts to meet Shri Manoj Sinha, Hon’ble Minister of State for Communications, the Secretary DoT and CMD BSNL, within a week’s time.
The meeting entrusted to Com. G.L. Jogi, Leader, SNEA, and to Com. Prahlad Rai, GS, AIBSNLEA, with the responsibility of exploring possibilities to take legal action to roll back the creation of Subsidiary Tower Company.
A Steering Committee consisting of the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA is formed to monitor the struggles.
Meeting the leaders of political parties and Central Trade Unions, by 30.01.2018, to mobilise support in favour of the demands of “The All Unions and Associations of BSNL”.
Charter of demands

Settle pension revision.
Settle left-out issues of the 2nd PRC.

The meeting was attended by the General Secretaries / Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL. The meeting was presided over by Com. K. Jayaprakash, GS, FNTO.

BSNLEU's formal meeting with Direct (HR)

Director (HR) assures speedy action in the settlement of aberrations of pay, that arose in the 1st wage revision.
BSNLEU has already informed through website that settlement of this issue is lying pending with the DoT for a very long time, because BSNL has not provided the requisite inputs to the DoT. On hearing BSNLEU’s complaint, the Director (HR) seriously instructed the new GM (Estt.

 

BSNLEU has sought for a formal meeting with the Director (HR) to discuss some burning issues and also some outstanding issues, lying pending for a long time. The meeting is held today in the chamber of the Director (HR). Com.P.Abhimanyu,GS and Com.Swapan Chakraborty, Dy.GS participated in the meeting. From the Management Side, Ms.Sujata Ray, Director (HR), Shri Keshav Rao,GM(Estt.), Shri A.M.Gupta, GM(SR), Shri Ashuthosh Gupta,GM(Restg.), Shri P.D. Chirania, GM(CA) and Shri S.K.Sinha,GM(Admn.) and Shri Sunil Kumar,GM(FP). The following issues, which are already notified to the Director (HR), were taken up for discussion:- 

Formation of Joint Committee for negotiating wage revision.

BSNLEU has been demanding that the Joint Committee for wage negotiation should be formed, subsequent to the releasing of guidelines by the DPE, for revision of wages of the Non-Executives. The Director (HR) stated that BSNL had already written to the DoT, for the issuing of necessary clearance by the Administrative Ministry. It was further stated that, BSNL would once again send a reminder to the DoT. 

Stopping recovery of employees’ contribution of EPF arrears.

BSNLEU bitterly complained that the decision taken in this regard, in the National Council meeting held on 11.05.2017, is yet to be implemented. The Director (HR) assured that the new GM (Estt.) would take immediate action on this issue. BSNLEU was requested to handover a copy of the letter of the EPF Commissioner, to the Management.     

Non-settlement of the grievances related to the implementation of NEPP.

It was stated by the Director (HR) that the Company is undergoing a severe financial crisis and that the financial year 2018 is going to be very tough. In view of this, it would be extremely difficult for the Management to accept any demand which would result in substantial financial outgo, said the Director (HR). She directed the GM (Estt.) to discuss the grievances with BSNLEU, keeping the overall financial condition of the Company into consideration.  

Giving one time relaxation to the RMs without 10th std. qualification, for appearing in the Telecom Technician LDCE.

The Director (HR) directed the GM (Estt.) to collect the requisite inputs from the circles expeditiously, say within a period of 10 days. After collection of the inputs, Management will take decision on the demand of BSNLEU.  

Conferment of Group B status and upgradation of pay scale to the Sr. Accountants, as per the CAT order.

BSNLEU is continuously pursuing this case. The DoT, vide it’s letter no.37-25/2016-SEA-(Legal) dated 31.10.2017, has informed BSNL that the Senior Accountants should be conferred with Group B status. In today’s meeting BSNLEU demanded that the Management should immediately take action to confer Group B status and to give upgraded pay scale to the Senior Accountants. The Director (HR) stated that the GM (FP) would do the needful speedily for the implementation of the demand.   

Extension of Rs.429/- mobile plan to the Non-Executives.

The GM (Admn.) stated that only a week back he has received necessary communication from the SR Branch, with regards to the decision of the National Council on the subject. He stated that extension of Rs.429/- mobile plan to the Non-Executives is under process and would be done within 10 days.   

Non-releasing of the minutes of the meeting of the Joint Committee on Change of Designation, that was held on 26.09.2017.

BSNLEU bitterly complained that the Management Side had unethically included certain aspects in the draft minutes, which were actually not accepted by the Staff Side in the meeting. These details are already given on our website. In today’s meeting, the Director (HR) assured that the corrected draft minutes would be released within a week’s time.

  BSNLEU heartily thanks the Director (HR) and the officers present in today’s meeting for taking positive decisions to resolve the pending issues.

Protest demonstration against the appointment of an IAS officer as CMD of the subsidiary tower company in BSNL at the call of all unions and associations of BSNL at Telephone Bhawan :

 

Today at Telephone Bhawan ground floor at 01-30 pm a lunch hour protest demonstration against the appointment of an IAS officer as CMD of the subsidiary tower company at the call of all unions and associations of BSNL. Com Sisir Roy, BSNLEU, Com Subhasis Mitra, AIBSNLEA, Com Subhas Sil, NFTE, Com Soumen Ghosh, SNEA and Com Sanjay Majumder, FNTO addressed the protest demonstration.

To hold a lunch hour protest demonstration on 08.01.2018 against the appointment of an IAS officer as CMD of the subsidiary tower company of BSNL :

 

The unions and associations of BSNL are continuously opposing the formation of a Subsidiary Tower Company. A one day strike on 15.12.2016 and a two day strike on 12th & 13th December, 2017, have already been organised against the formation of Subsidiary Tower Company. Despite the stiff opposition from the entire BSNL employees, the government has appointed the CMD of the Subsidiary Tower Company. Further, it is shocking that an IAS officer is appointed as the CMD. This clearly shows that the Subsidiary Tower Company will remain under the control of the government and not under the control of BSNL. Hence, it is proved that through the Subsidiary Tower Company, the government is snatching away the entire mobile towers of BSNL. To express our immediate protest, “The All Unions and Associations of BSNL” have decided to organise protest lunch hour demonstrations on 08.01.2018, at the Corporate Office, Circle and District levels. Memorandum, addressed to the Secretary, DoT, shall also be submitted to the CGM’s on that day. The All Unions and Associations of BSNL is holding it’s meeting at 15:30 hrs. on 08.01.2018, to decide about the next course of action. Circle and district secretaries of BSNLEU are requested to effectively organise the lunch hour demonstrations, in coordination with the other constituents of “The All Unions and Associations of BSNL”.

CHQ office bearers meet GM (SR) today :

 

CHQ office bearers, com. P. Abhimanyu, GS, com. Swapan Chakraborty, Dy.GS, com. Animesh Mitra, Vice President and com. M.K. Dave, AGS, met shri Keshav Rao, GM (Estt.) today, and discussed the following, with regards to the implementation of the decisions taken on certain issues, in the 35thmeeting of the National Council:-

 

 

(1) One time relaxation in the eligibility conditions for appearing the Telecom Technician LDCE.

BSNLEU is continuously pressing upon the Management that a one time relaxation should be given for the 10th std. qualification, for appearing the Telecom Technician LDCE. In this regard, the Union representatives pointed out that the Management Side had agreed in the National Council meeting, to examine this issue after assessing the TT vacancies in the circles. They pointed out that so far no action is taken in this regard.

 

(2) Revision of wages of the casual labourers.

With regards to the implementation of the 7th CPC recommended CDA pay scale to the casual labourers of BSNL, it was pointed out that the Management Side agreed in the National Council meeting to take a re-look of the issue, within the shortest possible time. It was also pointed out that there is no progress in this case.     

 

(3) Payment of Medical Allowance on the basis of 78.2% IDA fixation benefit.

It was pointed out that the Management Side informed the National Council meeting that the issue was being examined and that, a decision would be taken within one month time. However, no progress is made in this issue, pointed out the Union representatives.

 

(4) One more opportunity to the draughtsmen for appearing JTO (Civil & Electrical).

It was pointed out that the Management Side has assured that the Establishment Branch would take appropriate action to hold the exam, and that no progress is made, pointed out the Union representatives.

 

(5)   Restructuring of Industrial Cadres.

The Union representatives pointed out that in the National Council meeting, Management Side assured to re-examine the Cadre Restructuring of Non-Executives in Telecom Factories, whereas no action has so far been taken.

 

Since, shri Keshav Rao, has taken over the charge of GM (Estt.) only a few days back, the Union representatives explained him about the complete details of the above mentioned issues, as well as the discussions taken place in the last National Council meeting on these issues. The GM (Estt.) keenly listened to the Union representatives and assured that needful action would be taken for the speedy implementation of the decisions taken in the National Council meeting.

Beware of "cheats" and their "deceptive" messages -  CHQ appeal to all the comrades :

 

A WhatsApp message is being circulated, regarding the appointment of the CMD of the Subsidiary Tower Company. Without mentioning the name of any union or association, the message indirectly says that sufficient action is not taken to stop the formation of the Subsidiary Tower Company. It also says that this issue could have been used as a "bargaining tool" to settle wage revision. 

 

It means, we could have told the government that, "we accept Subsidiary Tower Company, and you give us wage revision". Without understanding the "poison" contained in this message, many of our comrades are also innocently forwarding this message. In this regard, the CHQ wishes to state the following:- 

 

1)    The unions and associations have not been slack in opposing Subsidiary Tower Company. The entire Non-Executives and Executives of BSNL have gone on a one day strike on 15-12-2016, exclusively on this issue alone. Again a two day strike is organised on 12th and 13th December, 2017 on this issue. 

 

2)   Subsidiary Tower Company is being brought by the government, only with the sole aim of killing BSNL. Hence, there is no question of our accepting Subsidiary Tower Company, to settle wage revision. 

 

3)    This cleverly worded message is drafted by the "boot-lickers" of the government, who are prepared to do "anything" for the sake of money. A worker, having self respect, cannot accept such proposals of "Mir Jaffers". The unions and associations of BSNL have successfully safe-guarded this Company, with their "sweat and blood", combined with relentless struggles. In future also, we will do everything to protect BSNL. 

 

 

BSNLEU requests not only it's members, but also the entire the Non-Executives and Executives, to remain careful about the "cheats" and their deceptive messages. If you receive such messages, please do not forward it to anyone.
